The 1st LocAll4Flood Training seminar and Co-creation workshop on Flash Flood Risk Management: Tailored Approaches and Stakeholder Engagement, organised by BDCA, took place on the 5h of March 2025 in Dalgopol, Bulgaria. It was the first in a series of events within a Training Programme aiming to build capacity of local authorities in the project pilot sites to manage flash flood risk using an integrated multi-stakeholder governance approach.



The event was attended by decision makers, experts and specialists, from the municipalities of Dalgopol and Dolni Chiflik, including the Vice-Mayor of Dalgopol, the Head of the Regional Fire Safety and Civil Protection Service, Lead experts from Environmental protection Dept, Defence and Mobilization Readiness Dept, and Construction control unit. The training part of the event was also attended by a representative of the Local Voluntary Formation for flood protection.
This 1st training seminar was focused on the role of local stakeholders in Flood Risk Management Plans as outlined in the EU Flood Directive. The seminar presented the contents and highlighted the importance of Early Warning Systems enhancing the preparedness of local communities for flash floods resilience.
The training included an interactive practical exercise using flood hazard and flood risk maps for the two pilot zones included in the project.
The event concluded with a Co-creation workshop, where extended discussions took place on Prevention, Adaptation and Mitigation measures in the pilot sites.
